Choibalsan was born in 1895 at a place known as Kherlen Tsagaan Talbai in present-day Choibalsan Soum, Dornod Province. Throughout his career, he held numerous high-ranking positions: Deputy Commander-in-Chief of the Armed Forces (1921–1924); Commander-in-Chief of the Armed Forces (1924–1928); Minister of Foreign Affairs and Minister of Livestock and Agriculture (1928–1930); First Deputy Prime Minister (1934–1936); Minister of Internal Affairs, Minister of Military Affairs, and Commander-in-Chief of the Armed Forces (1936–1940); Prime Minister of the MPR (1939–1952); and concurrently Minister of Foreign Affairs (1939–1949). Kh. Choibalsan was first awarded the rank of Marshal on February 21, 1936, pursuant to a joint resolution of the Presidium of the State Little Khural and the Council of Ministers; subsequently, in April 1936, he oversaw the development, submission to the Council of Ministers, and approval of regulations regarding military ranks for the personnel of the Ministry of Internal Affairs. Currently, more than 60 rare artifacts—including the uniform, writing instruments, chess set, and saddle used by Marshal Kh. Choibalsan—along with over 30 photographs, are on display, drawn from the collections of the Special Archive and the National Museum.
